Description
The U.S. Army Corps of Engineers Seattle District is conducting market research regarding a potential multi-year, multi-party Other Transaction Authority framework under 10 U.S.C. § 2808a. The framework could support sequential and concurrent military construction packages through project orders and may use Construction Management at Risk, Progressive Design-Build, construction-only collaborative approaches, or other commercially adapted methods. The immediate focus is the Sentinel Operations and Maintenance Complex and Operations Group Facility at Malmstrom Air Force Base. Planned facilities include a consolidated maintenance facility, integrated training center, missile handling complex, integrated command center, and operations group facility, with approximate individual project magnitudes ranging from $100 million to $300 million. The potential framework may also support other military construction work across Washington, Montana, Idaho, and Oregon. This is an RFI for market intelligence only; no contract or agreement will be awarded from this notice.
