Description
Hancock County Public Library seeks one internet access and transport circuit for its Central/Main Library at speeds beginning at a minimum of 27 Mbps download and 7 Mbps upload, scalable through approximately 75/15, 150/20, 300/25, and 500/30 Mbps or comparable tiers. Cable modem/coax or an equivalent technology will be considered. The service must support approximately five public IPv4 addresses, with pricing for additional IPv4 addresses and optional IPv6 equivalents, and must include any provider-owned onsite equipment needed to hand off service to the library’s head-end equipment. Responses must provide separate recurring, nonrecurring, and other applicable costs; eligible and ineligible E-Rate costs by line item; proposed installation or construction details and schedule; a proposed SLA targeting 99.99% network availability, with packet loss, latency, jitter, 24x7x365 trouble reporting, two-hour diagnosis, four-hour temporary or permanent repair, chronic-outage remedies, and monthly and annual service reporting; and a sample contract incorporating E-Rate funding and Notice to Proceed contingencies. Vendors may also provide separately priced optional advanced firewall, DDoS protection, and CIPA-compliant filtering services. The library will consider annual, multi-year, month-to-month, and voluntary-extension pricing, but open-ended or automatically renewing terms are not acceptable.
