Description
The City seeks a qualified certified public accounting firm to prepare its financial statements and Annual Comprehensive Financial Report (ACFR), and to perform independent financial statement audits for fiscal years ending June 30, 2027, 2028, and 2029. The engagement includes a three-fiscal-year initial term and an option, at the City's discretion, for one additional fiscal year ending June 30, 2030. The firm must provide separate annual pricing for financial statement preparation, independent audit services, and any Single Audit services, with the complete engagement awarded to one firm. Single Audit services are required only if applicable federal expenditure thresholds are met. The proposal must include the completed RFP, the mandatory vendor submittal form, the completed Proposal Price Summary, a signed letter of interest, a title page, a table of contents, a detailed proposal, firm qualifications and experience, personnel qualifications, similar governmental engagements from the last five years, an independence statement and related disclosures, South Carolina licensure statements, and the requested family-member disclosure. The City evaluates qualifications, experience, staffing, technical approach, schedule, references and past performance, independence, and total proposed fees.
