Description
Horry County Department of Airports seeks a qualified construction manager at risk (CMAR) firm to provide preconstruction and construction services for the TSA screening checkpoint expansion at Myrtle Beach International Airport. The project involves phased work at an active airport terminal, including relocating airport police and K-9 operations and utility rooms, demolishing existing spaces, constructing new mechanical, fire-pump, and backup-electrical facilities, and expanding and fitting out the checkpoint with finishes, lighting, power and data, life-safety and security systems, and screening-lane accessories. Preconstruction services include constructability reviews, scheduling, cost estimating, risk management, phasing and bid-package development, subcontractor prequalification, and subcontract bidding management. Construction services include project coordination, supervision, cost and schedule control, safety and quality management, subcontractor management, and closeout. The procurement uses a two-step selection process: qualifications are evaluated first, with shortlisted firms proceeding to a separate cost proposal. The proposal requires at least three comparable aviation project examples from the past 10 years, key-personnel and team information, a project approach and management procedures, a detailed cost proposal, and required forms and supporting materials. Addendum 2 adds requirements for schedule and cost controls, sample anonymized schedule and estimate submissions, and the proposed team's Primavera P6 experience. A $5,000 proposal bond is required; performance and payment bonds of 100% of the guaranteed maximum price are required at contract execution.
