Description
El Monte Union High School District is soliciting proposals for labor compliance consultant services supporting the Arroyo High School Phase II Modernization Project. The consultant will monitor and report on compliance with California labor laws and prevailing-wage requirements, review contractor and subcontractor certified payroll submissions, verify apprentice and training contributions, conduct on-site employee interviews, assist with pay applications, investigate complaints and audits, and report violations and corrective actions. The consultant must provide monthly status reports and a final closeout report with labor compliance records, correspondence, field interviews, reporting receipts, and certified payroll records in hardcopy and PDF formats. The firm must have at least five years of relevant experience serving California public agencies, provide at least three recent references, use its own certified payroll system, and have Procore Construction Management software for document uploads. The proposal must include a transmittal letter, qualifications and experience, project approach, total price, and hourly rate sheet; the proposal is limited to 25 pages. The contract is scheduled to run from October 26, 2026, through July 30, 2029.
