Description

The Pipeline and Hazardous Materials Safety Administration is soliciting competitive proposals focused exclusively on technology transfer and commercialization advancement for pipeline-safety innovations at Technology Readiness Level 7 through 9. Proposed projects must resolve final technical, regulatory, operational, credentialing, and market barriers and produce a tangible, market-ready product, technology, or integrated service system suitable for immediate pipeline-operator adoption. The scope must include market and competitor analysis, a commercialization and transition-to-practice roadmap, operational-environment validation or pilot demonstrations, stakeholder and standards-developing-organization participation, quantified economic and safety benefits, and a path to TRL 8 or 9 within a maximum 12-month performance period. Proposals must include active pipeline or facility operator partners, at least two academic Technical Advisory Panel representatives, executed commitments for at least 50% non-Federal cash or direct cash-equivalent cost sharing, and evidence of active SAM.gov registration. The solicitation anticipates multiple fixed-price awards paid against quarterly milestones. Required proposal materials include a single compiled PDF technical proposal with a title page, public summary, 20-page maximum body, resumes, and related-proposal disclosure; completed project-activity, deliverables, milestone, budget, additional-information, and Title VI forms; an editable Excel milestone schedule; executed co-funding commitment letters; and an official audit report or accounting-system approval document. The technical proposal must address the target challenge, technical work plan, team credentials and commercialization record, commercialization roadmap, timeline, cost realism, and impact analysis.
