Description
The City of Santa Clara is soliciting proposals from qualified developers or development teams to redevelop approximately 4.83 acres of City-owned land at 900 and 1000 Lafayette Street. The project must advance the Downtown Precise Plan and Form Based Code through a high-quality, walkable mixed-use development with at least 300 residential units, including 25% affordable units, active ground-floor retail and food-and-beverage uses, a two-story food and beverage hall of approximately 6,500 square feet, a public Town Square, parking, cultural arts space, and community amenities such as a privately owned theater. The selected developer would finance, design, entitle, construct, lease, operate, and maintain the project under a long-term ground lease while the City retains ownership of the land. The procurement uses a two-phase process. Phase I evaluates qualifications, relevant development experience, financial capacity, team composition, community engagement, and a preliminary development approach, with up to five proposers potentially advancing to Phase II. Phase I proposals must include a cover letter and executive summary, development team information, qualifications and references, relevant project descriptions, preliminary development and financing approaches, community engagement and project delivery approaches, community amenity plans, required disclosures, and the completed Proposer Certification Form. Proposals must be submitted electronically through BidNet Direct as one file, using at least 11-point readable font and one-inch margins.
