The Defense Logistics Agency Energy intends to make a sole-source award to IES Downstream, LLC for fuel storage services. The scope includes receiving fuel by tanker or barge and through pipeline connections; storing and protecting Jet-A, JP-5, and F-76 fuels; and shipping fuel by tanker or barge, pipeline, and tank truck. The stated storage fill capacity is 2,051,000 barrels. The notice describes a four-year base period, one five-year option period, and six one-month options. It also identifies a follow-on requirement with an annual throughput of 3,500,000 barrels and a pipeline connection to the government pipeline required by the stated performance start date. This is a notice of intent to award a sole-source contract, not a request for competitive proposals.
