Description
The National Oceanic and Atmospheric Administration intends to award a purchase order to the Town of Houlton on a sole-source basis for snow removal services supporting the National Weather Service Weather Forecast Office in Caribou, Maine. The work includes snow removal around and leading to FAA Automated Surface Observing System equipment at Houlton International Airport so National Weather Service technicians can perform required maintenance during the snow season. The notice states that the purchase order will include a base period plus four option years. The airport is owned and operated by the Town of Houlton, and airport public-works tasks are restricted to town public-works employees; other vendors or contractors are not permitted on the site. This is a presolicitation notice rather than a request for competitive proposals. Firms believing they can meet the requirement may submit written substantiating documentation or requests for additional information for consideration of whether the procurement should become competitive; oral responses are not accepted.
