Description
The New Jersey Department of Transportation is seeking technical proposals under a one-step procurement for a project-specific, cost-plus-fixed-fee agreement covering preliminary engineering for Route 10 between Okner Parkway and County Route 508 (West Northfield Avenue) in Livingston Township. The project addresses safety and operational concerns at Livingston Circle, including complex geometry, high traffic volumes, crash history, and pedestrian-accessibility needs. The preliminary engineering scope includes development of roadway and traffic-engineering plans; surveys and base mapping; pavement, drainage, environmental, utility, access, right-of-way, structural, lighting, and risk analyses; public involvement; utility coordination; access and right-of-way plans; cost estimating; and preparation of the preliminary engineering report. At the State's discretion, final design and construction engineering services may be initiated later as extra work, including detailed roadway, traffic, drainage, lighting, landscape, environmental, right-of-way, construction staging, maintenance-of-traffic, and construction-support plans. Eligible firms must be prequalified in H-1 Highway Design, Level A, and T-1 Traffic Engineering, Level A. The solicitation also provides detailed lane-closure restrictions, holiday restrictions, access-maintenance requirements, minimum 11-foot travel-lane widths, detour requirements, and a request for updated 24-hour, seven-day traffic-count data.
