Description
The Indiana Department of Administration, acting on behalf of the Indiana State Library Consortium, seeks Internet access, data transmission, and WAN connectivity services for approximately 315 eligible public library entities throughout Indiana. The requirements include symmetrical, scalable bandwidth: Internet access from approximately 10 Mbps up to 10 Gbps and WAN connectivity from approximately 10 Mbps up to 2 Gbps. Services must provide guaranteed throughput to each library location, laddered pricing, and no monthly data caps or speed reductions based on metered usage. Installation and initial configuration are identified as required, and bandwidth may increase during the contract term. The State intends to award a four-year contract with no renewals, contingent on receiving E-Rate funding. Mandatory response components include an executive summary, Attachment D Cost Proposal, Attachment E Business Proposal, an unaltered and complete Attachment F Technical Proposal with supporting documents, Attachment J Attestation Form with supporting documents, an infrastructure overview, and responses to the AI Technical Proposal Questions. Reference Check Forms must also be submitted. Responses are due through the Supplier Portal by 3:00 p.m. Eastern time on November 11, 2026.
