The Capability Program Executive for Chemical, Biological, Radiological, and Nuclear Defense (CPE CBRND) is seeking collaborators for the CBRN Medical Countermeasure (MCM) Participant Basic Agreement (PBA). This PBA establishes a unified, open, and continuous network of pre-qualified partners to accelerate the development, testing, and fielding of next-generation CBRN medical defense solutions. The program seeks innovative solutions across the continuum of care, including treatments, pre-exposure or post-exposure prophylactic countermeasures, ruggedized formulations, novel drug delivery systems, and adaptable platform technologies. Examples of MCM capabilities sought include host-targeted resilience (neurological protection, respiratory stabilization, immune modulation, hematologic and vascular function, cellular stress and repair pathways) and threat-targeted neutralization (broad-spectrum MCMs for pre-exposure prophylaxis, post-exposure prophylaxis, or acute treatment). The announcement invites MCM development collaborators (developers of MCM candidates from Phase I through FDA licensure) and MCM development support collaborators (CROs/CDMOs with expertise in preclinical testing, clinical trials, cGMP manufacturing, regulatory submissions, and advanced modeling). Submissions require a white paper not exceeding five pages covering product description, efficacy data, regulatory and clinical status, manufacturing, and company profile for developers, or core capabilities for support collaborators.
