The National Oceanic and Atmospheric Administration’s Damage Assessment, Remediation and Restoration Program seeks eligible institutions of higher education, nonprofits, and commercial organizations to implement marine and coastal habitat restoration and conservation activities related to oil spills, hazardous substance releases, and other natural resource damages. Work may include habitat restoration or creation and protection, species recovery, land acquisition, debris or invasive-species removal, restoration planning, environmental compliance analyses, project solicitation, subaward administration, and pre- and post-restoration evaluation and monitoring across a wide geographic area. Applicants must demonstrate marine and coastal restoration expertise, natural resource damage assessment experience, federal funds-management capability, capacity to manage multiple projects and subawards, and experience soliciting restoration projects competitively. Applications should include federal application forms, a summary, a 10-page narrative, a data management plan of up to two pages, a detailed budget justification, and supplemental information of up to 40 pages. Awards will be cooperative agreements with an initial project period of up to five years; typical awards are expected to range from $2.5 million to $50 million, with a maximum of $100 million and first-year budgets between $500,000 and $20 million.
