Description
The Jefferson County Assessor seeks a contractor to reconstruct parcel boundaries and create or reconstruct subdivision, original lot, and original block polygon layers in the county’s existing ArcGIS SDE database. The defined project area covers approximately 33,379 parcels across 18 townships and 512 maps. Work includes researching recorded plats and surveys, scanning existing mylar tax maps, using aerial photography and existing GIS data, transferring specified parcel attributes, and applying topology rules to ensure spatial continuity and data quality. Deliverables must use the specified Missouri State Plane coordinate system and comply with Missouri cadastral mapping survey standards. The proposal must include a project workflow for integrating the new layers into the existing database and a timeline of major tasks and milestones. The county seeks completion no later than two years after commencement. The contract is for one year, with one additional one-year renewal option. A current certificate of insurance or binder, county tax-status evidence, a notarized work-authorization affidavit with E-Verify documentation, the completed agreement and cooperative bid form, and all solicitation pages initialed are required with the proposal. The solicitation also requires proof of compliance with the Missouri Domestic Product Procurement Act.
