The Massachusetts Department of Mental Health is seeking a consultant to conduct a comprehensive investigation and develop an implementation plan for transferring oversight and management of Bridgewater State Hospital from the Department of Correction to the Department of Mental Health. The work includes project management, stakeholder and subject-matter-expert engagement, clinical and operational assessment, forensic and security operations analysis, workforce and training assessment, environment-of-care and physical-plant studies, legal and regulatory analysis, fiscal impact analysis, and resident impact analysis. Required deliverables include a detailed work plan, governance and stakeholder-engagement plans, current-state assessments, an environment-of-care assessment, a physical plant and systems engineering report, legal and regulatory recommendations, a transition implementation plan, a tactical implementation roadmap, fiscal analyses and multi-year cost models, and a resident impact analysis. The proposed transition must support transfer of oversight by December 31, 2028, without construction or designation of a new facility, and the final legislative submission is due to the Department of Mental Health no later than June 10, 2027. The consultant team must demonstrate expertise in behavioral health systems, forensic mental health, psychiatric hospitals, correctional health care, healthcare finance, workforce planning, strategic planning, project management, and stakeholder facilitation.
