Description
The Kaua'i County Department of Water is soliciting conceptual proposals from qualified energy services companies for an Energy Savings Performance Contract. The selected contractor will identify and propose Facility Improvement Measures, including energy conservation measures and water conservation measures, for the Pua Loke Baseyard and Administration Buildings, Kapaia Surface Water Treatment Plant, and Kilohana Wells A, B, F, and I MCC/Permanent Generator facilities. Potential work includes energy and water efficiency retrofits, renewable energy and resilience improvements, infrastructure modernization, design, permitting, construction, commissioning, training, maintenance, and measurement and verification. The contractor must perform an Investment Grade Audit, establish energy and water baselines, quantify guaranteed savings, develop a financing plan and financial pro forma, arrange third-party project financing, and provide a project approach with indicative pricing. The scope also requires design and installation of approved measures, equipment warranties, operations and maintenance manuals, savings tracking, rebate support, hazardous-materials planning, and ongoing maintenance and M&V services. Proposals must address qualifications, relevant performance-contracting experience, Hawai'i capacity, project approach, pricing, financing references, financing structure, and the required Offeror's Proposal attachment. The ESPC term may not exceed 20 years, and the implementation work is anticipated to be completed within two years after the Notice to Proceed.
