Description
The Indiana Department of Administration, acting on behalf of the Indiana State Library Consortium, is soliciting proposals for Internet access, WAN connectivity, and standalone data transmission services for Indiana public library consortium members. The requirement covers approximately 450 service locations, with symmetrical bandwidth scalable from approximately 10 Mbps to 10 Gbps for Internet access and to 2 Gbps for WAN connectivity. Services must provide guaranteed throughput to each library location, laddered pricing, and no monthly data caps or metered-use bandwidth reductions. Installation and initial configuration are identified as required. The State intends to award a four-year contract with no renewals, contingent on obtaining E-Rate funding. Mandatory proposal components include an executive summary, cost, business, and technical proposals; an attestation form; an infrastructure overview; and responses to artificial-intelligence technical-proposal questions. Reference check forms must also be submitted. An Indiana Veteran Owned Small Business subcontractor commitment form is required only when IVOSB participation is proposed, with a stated 3% subcontracting goal.
