Description
Jefferson County is soliciting qualifications from environmental-planning consulting firms to prepare applications for U.S. EPA Brownfields Coalition Assessment or Community-wide Assessment Grants, with a possible future Revolving Loan Fund Grant application. The selected consultant will assist with grant research and analysis, coalition or target-area development, demographic data, letters of support, community outreach, meetings, and preparation of a complete grant application. The proposal should assume a Community-wide Assessment Grant application and include a proposed timeline. If grant funding is awarded, the consultant may receive a separate contract to implement the resulting cooperative agreement and work plan. Implementation services may include brownfield inventories, site prioritization, eligibility determinations, Phase I and Phase II environmental site assessments, field investigations and laboratory analysis, QAPPs, technical reports, remediation and reuse planning, risk assessments, community engagement, budgets, progress and financial reporting, and project management. Proposals are limited to 20 pages excluding resumes and must include business organization, management approach, separate grant-writing and implementation methodologies, relevant experience, key personnel and resumes, sample brownfield deliverables, insurance acknowledgment, and a proposed contract. The solicitation requires recent examples of three to four similar projects with client references and specifies OSHA HAZWOPER-trained field personnel, a Certified Industrial Hygienist, and a state-licensed Professional Geologist or Professional Engineer for the project team.
