Description
The Holly Hills Special Business District is soliciting proposals from qualified firms to provide design and installation services for three crosswalks serving pedestrian connections between the Holly Hills neighborhood and Carondelet Park. The work involves four roadway locations: Holly Hills Boulevard at Arendes Drive, Holly Hills Boulevard at Livingston Drive, Leona Street at Alma Avenue, and Leona Street at Haven Street. The selected firm will provide all required materials and services, including permit-ready construction documents, site layout plans, technical specifications, permitting, installation, and coordination with the City of St. Louis Board of Public Service. The scope includes responding to at least two rounds of agency review comments and revisions. Proposals must include firm qualifications and relevant traffic-calming experience, Missouri professional engineer licensure for key personnel, a detailed technical approach, survey and base-mapping approach, project schedule, lump-sum cost proposal with service-line breakdown, proposed subconsultants, client references, conflict-of-interest disclosure, licensing-compliance statement, and any optional value-engineering or alternate-service proposals. Deliverables must be provided in PDF format, with native files available upon request. General liability insurance of at least $1,000,000 per occurrence is required, although proof is due upon request and before contract execution. The contract is structured as a lump-sum/fixed-fee engagement, and the proposal must be submitted as a single PDF by email.
