Description
The National Institutes of Health requires a commercial, cloud-based enterprise safety data sheet (SDS) and chemical management platform for up to 27 Institutes and Centers with unlimited simultaneous users. Required capabilities include supplier and manufacturer SDS library access with continual updates; SDS search, organization, version control, archiving, audit trails, and update notifications; container-level chemical inventory management with quantity tracking and barcode or RFID support; GHS-compliant labels and worker safety summaries; chemical mixture classification and control-banding risk assessments; and regulatory reporting for SARA/EPCRA Tier II, RCRA, carcinogens, and hazardous substances. The solution must also provide synchronized iOS and Android access, 24/7/365 chemical emergency response telephone support, customer support, e-learning, implementation assistance, and administrator/user training. The contractor must provide onboarding and SDS population, registration, or migration services, with implementation and other one-time charges separately identified. The quotation must include firm-fixed pricing for a 12-month base period and four 12-month option periods, a technical description addressing each minimum requirement, and past performance information for similar enterprise-level implementations.
