Description
The Indiana Department of Administration, acting on behalf of the Indiana State Library Consortium, is soliciting proposals for Internet access, data transmission, and WAN connectivity services for public library consortium members throughout Indiana. The requirements include symmetrical, scalable bandwidth from approximately 10 Mbps up to 10 Gbps for Internet access and up to 2 Gbps for WAN connectivity, with guaranteed throughput to each library location and laddered pricing. Services may include installation and initial configuration, and bandwidth may increase over the contract term. Monthly data caps and bandwidth or speed reductions based on metered usage are prohibited. The State intends to award one or more four-year contracts with no renewals, beginning July 1, 2027, contingent on receiving E-Rate funding. Mandatory proposal components include an executive summary, cost proposal, business proposal, technical proposal with supporting documents, attestation form with supporting documents, infrastructure overview, and responses to artificial-intelligence technical proposal questions. Reference check forms must also be submitted, and bidders must be registered with the Indiana Department of Administration Supplier Portal.
