The New York State Energy Research and Development Authority is soliciting proposals from public-sector organizations to develop large portfolios of publicly accessible Level 2 electric vehicle supply equipment (EVSE) charging sites within their jurisdictions. Applicants must own or oversee the installed EVSE, and proposed sites may be individually identified or within a designated project area. Sites must be publicly owned or leased to a public-sector or government entity under a lease lasting at least as long as the project; privately owned sites are ineligible. Sites may be on-street or off-street and must be publicly accessible, including certain paid parking facilities and eligible college or university locations requiring access permits. Off-street sites must support at least four plugs and four vehicles at a minimum of 6.2 kW, while on-street sites must support at least two plugs and two vehicles at the same minimum power level. Off-street sites require at least one ADA-compliant port; an ADA-accessible port is encouraged but not required for on-street sites. New equipment must be supplied by an OEM or an NYSERDA-approved white-labeled model, support the SAE J1772 standard when wired, and be installed for the first time. Proposals may include replacement EVSE subject to eligibility documentation and a 20% replacement-port cap, except for specified qualifying sites. NYSERDA will fund up to $20,000 per new port and $5,000 per replacement port, and applicants must provide at least 20% non-NYSERDA cost share. Preliminary planning, design, site selection, grant management, and construction management are subject to stated 10% limits.
