Description
The Bureau of Engraving and Printing seeks a contractor to provide snow and ice removal services for its main and annex facilities. The scope includes seasonal operational readiness; snow removal for sidewalks, steps, wheelchair ramps, driveways, parking areas, loading areas, emergency exits, entrances, and crosswalks; ice control, deicing, and pretreatment; additional passes during continuing snowfall; and authorized off-site snow hauling. The contractor must furnish all personnel, equipment, vehicles, materials, supervision, transportation, and backup resources, including heavy-duty equipment for major snow events and approved chemical treatment materials. Services must be available 24 hours per day, seven days per week during the November 20–April 20 snow season, with acknowledgment of Government notifications within 30 minutes and personnel, equipment, and materials on site within two hours unless otherwise directed. The solicitation requires a technical approach, up to three recent similar past-performance references, firm-fixed-unit pricing using the provided price sheet, and a completed initial staffing plan demonstrating compliance with Treasury APU 26-01 and the applicable limitations on subcontracting. The contract includes a 12-month base period and four 12-month option periods, with a possible six-month extension evaluated under FAR 52.217-8.
