Description
The City of Saratoga Springs seeks a qualified consulting firm to update and consolidate its Parks, Recreation, Trails, and Open Space Master Plan; integrate the 2026 trails update; and replace the 2016/2017 Bicycle and Pedestrian Master Plan with a modern Active Transportation Plan. The resulting adoption-ready plan will guide growth, investment, policy, programming, connectivity, accessibility, equity, and infrastructure decisions over the next five to ten years. The scope includes existing-conditions review, facility and infrastructure inventory, needs assessment, population and growth projections, level-of-service standards, bicycle and pedestrian network analysis, prioritized projects and phasing, public open houses, surveys, stakeholder interviews and focus groups, work sessions with City officials and staff, capital improvement and funding recommendations, draft and final plan preparation, graphics and maps, and presentations supporting adoption. Proposals must include firm and team qualifications, relevant experience, project approach, public engagement strategy, schedule, itemized cost proposal, financial and legal information, and at least three relevant project references. The final deliverable must be a reproducible, federally accessible PDF with editable materials provided for future in-house updates.
