Description
The Department of Veterans Affairs is soliciting a certified Service-Disabled Veteran-Owned Small Business contractor to perform triennial maintenance, inspection, testing, calibration, and related repairs for the electrical power distribution system at the Marion VA Medical Center. The scope includes switchgear, switchboards, panelboards, transformers, generators, automatic transfer switches, circuit breakers, protective relays, grounding and ground-fault systems, medium-voltage cables, and other electrical distribution components. Work must comply with applicable NETA Maintenance and Testing Specifications, NFPA standards, NEC requirements, OSHA requirements, and VHA Directive 1028. Much of the work will occur during nights or weekends to accommodate power outages and hospital operations, including participation in a four-hour essential electrical system test. The contractor must provide qualified and certified electrical testing personnel, safety and quality-control plans, proposed schedules, sample test sheets, relevant experience, staffing qualifications, and pricing. Deliverables include digital testing, maintenance, infrared, and thermographic reports, photographs, test data, deficiency reports, corrective-action recommendations, and hard-copy reports after digital report acceptance. The estimated construction magnitude is $500,000 to $1,000,000, with a 90-calendar-day performance period from notice to proceed; the solicitation also states that the critical electrical distribution system work will require 150 calendar days for completion.
