LEGAL NOTICE TOWN OF OWEGO TIOGA COUNTY, NEW YORK FOSTER VALLEY ROAD CULVERT REPLACEMENT Foster Valley Road over Tributary to Little Nanticoke Creek P.I.N. 9755.60 LD041396 Sealed bids for the Foster Valley Road Culvert Replacement Project will be received by the Town of Owego, at the Office of the Town Clerk, 2354 State Route 434, Apalachin, New York 13732, until 10:00 am, local time on Thursday, October 22, 2026, at which time the bids will be publicly opened and read aloud. The project is located in the Town of Owego, Tioga County, New York. The work generally consists of the replacement of the Foster Valley Road culvert over a tributary to Little Nanticoke Creek, together with associated work necessary to complete the project as shown in the Contract Documents. Bidding Documents will be available on or after Monday, September 21, 2026, and will be officially distributed through the Engineer's online plan room at www.cplteamplan room.com. No hard copies of the plans and specifications will be provided. Bidders are responsible for obtaining all Bid Documents, including addenda, from the official website. Bids received from contractors not appearing on the official plan holders list will not be accepted. A pre-bid meeting will not be held. Questions regarding the Bid Documents shall be submitted in writing to the Engineer. The period for questions will close at 4:00 PM on Thursday, October 15, 2026. This is a Unit Price Contract. Each bid shall be accompanied by bid security in the amount of 5 percent of the Base Bid. The successful bidder will be required to furnish construction performance and payment bonds and insurance as required by the Contract Documents. All contractors and subcontractors submitting bids or performing construction work on the project are required to be registered with the New York State Department of Labor (NYSDOL) prior to the letting. The project EEO goals are 6.9% Women and 1.1% Minority. The project participation goals are 10% MBE, 15% WBE, and 6% SDVOB. The Town of Owego reserves the right to reject any and all bids, waive informalities, and disregard nonconforming, non-responsive, or conditional bids. Description
The Town of Owego is soliciting sealed bids for the Foster Valley Road Culvert Replacement Project, P.I.N. 9755.60 and LD041396. The work includes furnishing all labor, materials, machinery, tools, equipment, and other means of construction necessary to replace the Foster Valley Road culvert over a tributary to Little Nanticoke Creek and complete associated work shown in the contract documents. This is a unit-price contract with a one-year contract term. Bidding documents will be distributed through the Engineer's online plan room at www.cplteamplanroom.com; copies from other sources are not official, and bidders must appear on the official plan holders list. No pre-bid meeting will be held. A bid security equal to 5% of the base bid is required. The successful bidder must furnish performance and payment bonds, insurance, and execute the contract for the full contract price. Contractors and subcontractors must register with the New York State Department of Labor before the letting.
