Description
The Indiana Department of Administration, acting on behalf of the Indiana State Library Consortium, seeks Category One Internet access and data transmission services for public library consortium members throughout Indiana. The requested services include symmetrical Internet bandwidth scalable from approximately 10 Mbps to 10 Gbps per site, standalone WAN connectivity scalable from approximately 10 Mbps to 2 Gbps, guaranteed throughput, laddered pricing, installation and initial configuration, and the ability to increase bandwidth during the contract term. Services may not include monthly data caps or speed reductions based on metered usage, and the agreement will be contingent on E-Rate funding. Respondents must provide statewide coverage, network monitoring and support, centralized help-desk and on-site support, reporting and annual bandwidth consultations, customer-premises equipment at no cost to libraries, IP-address transition capability, CIPA-compliant filtering, optional firewall, filtering, bandwidth shaping, engineering, resilient multi-WAN, cross-connect, hosting, VoIP, and LAN diagnostic services, as applicable. The technical proposal requires responses addressing connectivity experience, service delivery, network monitoring, service levels including 99.99% availability, project scheduling, requirements management, communications, status reporting, milestones, disaster recovery, and training. The State intends to award a four-year contract with no renewals to one or more respondents.
