Description
The Indiana Department of Administration, acting on behalf of the Indiana State Library Consortium, is soliciting Internet access, WAN connectivity, and standalone data transmission services for public library consortium members. The requested services include symmetrical bandwidth scalable from approximately 10 Mbps to 10 Gbps for Internet access, up to 2 Gbps for WAN connectivity, and 10 Mbps to 2,048 Mbps for standalone data transmission. Services must provide guaranteed throughput to each library location, laddered pricing, and scalability over the contract term, without monthly data caps or speed reductions based on metered usage. The State intends to award a four-year contract with no renewals, contingent on receiving E-Rate funding. Respondents must comply with applicable E-Rate, state, and local procurement requirements and provide 24/7 technical user support unless otherwise specified in the service-level agreement. Additional requirements include U.S.-based data storage and service delivery, encryption of data at rest and in transit, security incident and data-breach reporting, background checks for personnel, security and continuity documentation, annual data-center audits, and disclosure of subcontractors and strategic business partners. Mandatory response components include an executive summary, cost proposal, business proposal, technical proposal, attestation form, infrastructure overview, artificial-intelligence technical proposal responses, and reference check forms.
