Description
The Indiana Department of Administration, acting on behalf of the Indiana State Library Consortium, is soliciting proposals for Internet access, WAN connectivity, and standalone data transmission services for Indiana public library consortium members. The requirements include symmetrical, guaranteed throughput with Internet bandwidth scalable from approximately 10 Mbps to 10 Gbps and WAN bandwidth scalable from approximately 10 Mbps to 2 Gbps. Services may cover up to 236 Internet access locations and 450 standalone data transmission locations, with laddered pricing required. The contract is contingent on receiving E-Rate funding and is intended to run for four years with no renewals, beginning July 1, 2027. Services may not include monthly data caps or speed reductions based on metered usage. Mandatory proposal components include an executive summary, cost, business, and technical proposals; an attestation form; infrastructure overview; artificial-intelligence technical proposal responses; and required supporting documents. Respondents must also submit reference check forms and be registered in the state supplier portal.
