Description
The Indiana Department of Administration, acting on behalf of the Indiana State Library Consortium, seeks a four-year contract with zero renewals for Internet access, WAN connectivity, and standalone data transmission services for public library consortium members throughout Indiana. The requested services include symmetrical, scalable bandwidth from approximately 10 Mbps up to 10 Gbps for Internet access and up to 2 Gbps for WAN connectivity, with guaranteed throughput at each library location and laddered pricing. Services must not impose monthly data caps or reduce bandwidth or speed based on metered usage, and performance is contingent on obtaining E-Rate funding. The solicitation also requires installation and initial configuration, statewide service capability, network monitoring and support, centralized help desk and on-site support, customer reporting and annual bandwidth consultations, customer-premises equipment updates at no cost to libraries, IP-address transition planning if needed, CIPA-compliant filtering, optional firewall, filtering, bandwidth shaping, engineering, resilient multi-WAN, cross-connect, hosting, VoIP, LAN diagnostics, and related services. Proposals must include the required executive summary, cost and business proposals, unaltered technical proposal, attestation, infrastructure overview, artificial-intelligence technical proposal responses, and reference-check forms.
