Description
The City of Gaithersburg is seeking a qualified research and evaluation firm to conduct a comprehensive evaluation of the Wells/Robertson House transitional housing program. The program provides transitional housing and wraparound services to chronically homeless individuals recovering from addiction, with 14 beds, stays of up to two years, 24-hour staffing, case management, medication management, and life-skills coaching. The evaluation will assess participant outcomes including sobriety, employment and financial self-sufficiency, access to and retention of stable housing, and health and well-being. It will also examine program design, admissions and intake, case management, service delivery, rules and sanctions, security protocols, length-of-stay rules, reporting, management and staffing, and the physical space and building design. The work includes a five-year desk review of administrative data, resident case files, policies, procedures, forms, and other relevant sources; qualitative research involving interviews, surveys, and focus groups with participants, staff, and community partners; trauma-informed research methods; behavioral-science analysis; and a final report with actionable recommendations for program improvements, additional services, staffing, and potential facility redesign. Interviews with participants and staff must be conducted in person, although some data collection may be remote. The total budget may not exceed $75,000, and final deliverables are due no later than April 15, 2027.
