Description
The Indiana Department of Administration, acting on behalf of the Indiana State Library Consortium, seeks Category One Internet access, data transmission, and WAN connectivity services for approximately 315 public-library entities statewide. The requested services include guaranteed throughput, symmetrical bandwidth scalable from approximately 10 Mbps to 10 Gbps for Internet access and up to 2 Gbps for WAN connectivity, laddered pricing, installation and initial configuration, and the ability to increase bandwidth during the contract. Monthly data caps and bandwidth or speed reductions based on metered usage are prohibited. The solicitation also requires statewide service capability, network monitoring and support, centralized help-desk and on-site support, customer reporting and annual usage consultations, customer-premises equipment at no cost to libraries, IP-address transition capability, CIPA-compliant filtering, and network engineering support. Optional offerings may include firewall, filtering, bandwidth shaping, resilient multi-WAN infrastructure, cross-connects, engineering support, web hosting, VoIP, email hosting, and LAN diagnostics. Respondents must submit an executive summary, cost and business proposals, an unaltered technical proposal with supporting documents, an attestation form, infrastructure overview, AI technical proposal responses, and reference check forms.
