Description
The City of Russellville is soliciting qualifications and proposals from qualified vendors to provide professional environmental assessment services for a coalition comprising Pope County, Russellville, Dover, and Atkins. The coalition was selected for a U.S. EPA Brownfields Coalition Assessment Grant and intends to select a single respondent for a contractual agreement with the city. The scope includes brownfields inventory and prioritization; ASTM AAI-compliant Phase I and Phase II Environmental Site Assessments; sampling and analysis plans; quality assurance planning; environmental testing; building assessments; cleanup alternatives analyses; remedial action and cleanup plans; site reuse assessments; market studies and viability evaluations; brownfield revitalization planning; community outreach; stakeholder meetings; educational activities; vision sessions; charrettes; and related reporting. A project team member must be registered as an Arkansas professional geologist at award, either as a full-time employee or named subcontractor. Program activities must conclude by September 30, 2030, with the final report due to the EPA by January 31, 2031. The minimum professional errors-and-omissions coverage is $1,000,000.
