Madison County, Montana is soliciting proposals from qualified engineering individuals or firms to provide services for an updated Capital Improvements Plan. The selected firm will be responsible for a comprehensive assessment of existing county infrastructure, including facilities, improvement districts, bridges, and roads. Key services include leading public outreach and engagement, assessing departmental needs, summarizing demographic information, identifying and prioritizing improvements, developing a funding strategy, and creating a capital improvements timeline and implementation plan. Proposals must detail the firm's legal name, address, contact information, proposed services, staff qualifications, prior experience in engineering analysis, GIS mapping, surveying, public outreach, and document drafting, availability, and any potential conflicts of interest. A proposed rate for services and a separate rate for a full PASER rating of county roads are also required, along with three references from past Capital Improvement Plan projects. Proposals will be evaluated based on related experience (30%), personnel qualifications (30%), recent experience with Madison County or similar entities (20%), overall proposal quality (15%), and references (5%). The selection is anticipated by November 30, 2026, with services beginning no later than January 30, 2027.
