Description
The City seeks an implementation-oriented consulting engagement to assess and improve utility organizational structure, governance, processes, policies, SOPs, customer-service workflows, billing controls, data integrity, meter-reading accuracy, sanitation billing, third-party data exchanges, and management reporting across electric, natural gas, water, sewer, stormwater, and related functions. Deliverables include process maps, policy and SOP packages, reconciliations, exception reports, queries, dashboards, data-cleanup assistance, training, and transition support using the City's existing utility billing environment. Required core workstreams include a comprehensive water and sewer rate study with a ten-year financial forecast, recommended five-year rate structure, cost-of-service and rate-design analysis, editable electronic rate model, customer-impact analysis, and implementation assistance; a water and sewer system development fee study compliant with North Carolina law; stormwater billing, fee, and five-year financial sustainability analysis; and management-level financial assessment of electric and natural gas utilities. Proposals must address qualifications, at least three similar public-utility engagements completed within the past five years, references, personnel, schedule, work samples, cost, disclosures, and implementation approach.
