Description
The City of High Point is soliciting proposals for power washing, caulking, and painting services at two parking garages. Work includes surface preparation, rust and loose-coating removal, spot priming, at least two finish coats, cleanup, and compliance with wash-water, environmental, and hazardous-coating disposal requirements. Coating debris must undergo TCLP testing; debris classified as hazardous waste must be manifested, transported, and disposed of at a permitted Subtitle C landfill. The City will provide water and power, and the garages may be closed concurrently while work is underway. The contractor must provide pedestrian-routing controls. Work is restricted during the furniture market dates of April 4-14, 2027, and October 11-21, 2027; permitted work hours include after business hours and weekends if necessary. The workmanship warranty is two years. The proposal must include unit pricing for hazardous-waste disposal if required. The successful bidder must provide required insurance and proof of insurance at award. No bid, performance, or payment bonds are required. The proposal package must include the completed bid materials and pricing, bidder information, letter of transmittal, executive summary, organization and staffing information, statement of work, qualifications and experience, conflict-of-interest statement, bidder qualifications and equipment information, three references, E-Verify affidavit, non-collusion affidavit, and acknowledgments of Addenda 1, 2, and 3.
