Description
The City of High Point is soliciting proposals for power washing, caulking, and painting services at two parking garages: 115 S Main Street and 211 E Broad Avenue. Work includes cleaning painted surfaces, caulking visible holes, seams, and cracks, spot priming as necessary, and applying at least two finish coats to interior masonry walls, handrails, and guardrails across multiple garage and stairwell levels. The contractor must provide labor, materials, equipment, trained and certified staff, cleanup, and compliance with applicable OSHA, safety, environmental, and other governmental requirements. The proposal must include pricing, a letter of transmittal, executive summary, organization and staffing information, statement of work, qualifications and experience, conflict-of-interest statement, at least three similar-project references from the past five years, a cost proposal, bidder qualifications and equipment information, an E-Verify affidavit, and a non-collusion affidavit. A certificate of insurance is required at contract execution rather than proposal submission. Evaluation will consider project team, experience, management and quality control approach, reputation, and cost.
