Description
Burlington County is soliciting proposals for comprehensive food services management at the Burlington County Correctional Facility. The contractor must purchase and store food and supplies; prepare and serve inmate, correctional officer, visitor, special, medical, religious, holiday, and sack meals; provide food-service management and trained personnel; maintain sanitation, nutritional, security, emergency, lockdown, utility-outage, reporting, and quality-control procedures; and operate the program in compliance with applicable federal, New Jersey, county, health, correctional, and nutritional standards. The contractor must provide a Food Service Manager, Assistant Food Service Manager, dietitian support, staffing and organizational plans, menus, nutritional analyses, recipes, training, and operational manuals. Inmate workers may not be used for food services. The contract begins January 1, 2027, and runs through December 31, 2027, with two one-year options through December 31, 2029. Proposals are evaluated on management capability, technical capability, and cost. The solicitation requires numerous certifications, questionnaires, ownership and regulatory disclosures, insurance-broker documentation, a New Jersey Business Registration Certificate or qualifying nonprofit certificate, a W-9, an applicable contract form, resumes and qualifications, staffing and operational plans, menus, and other proposal materials. Proposals must be submitted electronically through the county's e-procurement platform using the original solicitation forms and PDF format; modified forms and alternative delivery methods are not accepted.
