Description

The Library of Congress seeks a contractor to develop and implement a pilot for preserving 1 TB of government-furnished digital data—including video, audio, images, and text—on a novel high-density optical storage medium. The contractor must provide the medium, encode and write the data using robust protocols and redundancy, validate data integrity and error rates, preserve the data under stable long-term storage conditions, and deliver the preserved collection to the Library. The solution must support random access, retrieval of selected files, and demonstrated bit-for-bit recovery, with a goal of 100% data recovery. The contractor must provide biweekly reporting and formal reports covering encoding, validation, searchability, retrieval and decoding, scalability, interoperability, risks, lessons learned, and future costs. The scope also includes an offline, low-maintenance educational and artistic display incorporating a small subset of the stored data. The work is a firm-fixed-price, one-year effort scheduled from February 1, 2027, through January 31, 2028, with performance at the contractor's facility and virtual communications with the Library.
