Description
The City of Lancaster is soliciting proposals from qualified firms to administer and oversee its cannabis fee program. The scope includes cannabis business account administration, monthly gross-receipts verification using sources such as Metrc data, point-of-sale records, inventory records, and financial documentation; fee calculation and billing support; collection tracking and reconciliation; compliance monitoring; targeted audits and revenue-assurance reviews; reporting, data analysis, forecasting, and dashboard capabilities; technology and data integration; regulatory and industry advisory services; compliance and enforcement support; implementation and transition; data security; and ongoing service-level management. The selected proposer must provide the personnel, expertise, technology, systems, and resources necessary to support accurate reporting, timely collections, transparency, compliance, and effective administration. Final authority over policy, licensing, enforcement, penalties, settlements, and other governmental determinations will remain with the City. The contract is for two years with three optional one-year extensions. The proposal must include a separate Exhibit H cost proposal, and the technical proposal must address the required approach, qualifications, staffing, technology, implementation, service levels, and related capabilities.
