Description
The Utah Indigent Defense Commission, through the Office of Indigent Defense Services, seeks a solo legal practitioner or law firm with two or more attorneys to provide conflict youth defender services for individuals referred to juvenile court in the 6th Judicial District when the primary defender has an ethical conflict of interest. The provider will represent juveniles in delinquency proceedings from intake through disposition and post-disposition matters, including detention hearings, adjudications, plea negotiations, motions, trials, appeals, and related court proceedings. Responsibilities include client interviews, case investigations, legal research, defense-strategy development, review of police reports, witness statements, school records, and other evidence, preparation and filing of legal documents, motions, briefs, and appeals, advocacy for alternatives to detention, diversion, counseling, and rehabilitative services, collaboration with social workers, probation officers, schools, therapists, and community agencies, attendance at hearings and case meetings, maintenance of accurate case records, and compliance with applicable legal and ethical requirements. The provider must maintain an active Utah State Bar license and good standing throughout the contract, submit a resume and statement of interest, and comply with the IDC's Core Principles for Appointed Attorneys Representing Youth in Delinquency Proceedings. The contract term is three years, with a budget of $30,000 per year, subject to legislative appropriations; the scope may be modified based on legislative directives and at the Office's discretion.
