Proposals must be received by July 7, 2026, 4:00 P.M. For hard copy submissions, mark the outside of the envelope with RFP# RFP26000262 and proposal subject, Claims Adjusting Services. Electronic submissions must be accepted through the County's eProcurement system before the deadline. If government offices are closed due to weather or emergency, proposals will default to the next regular business day at the same time. Description

Chesterfield County is soliciting proposals for claims adjusting services to manage general, auto, and professional liability incidents. The selected contractor will be responsible for investigating, adjusting, accepting, or denying claims on behalf of the County's Risk Management Internal Service Fund. Services are to be provided on an as-needed basis, with an anticipated workload of approximately 160 hours per month. The contractor will be expected to review new loss reports, prepare necessary forms, conduct comprehensive investigations, evaluate losses, and manage damage appraisals. All activities must be documented in the Risk Management Information System (RMIS) and responded to promptly. The scope of work includes detailed investigation of claims, including contacting claimants and witnesses, inspecting accident scenes, obtaining statements and records, evaluating damages, and preparing plans of action. The contractor must accept or deny responsibility within 48 hours of investigation and consult with the Director or designee on unusual cases. Prompt reporting of potential fraud and accurate claim reserve establishment are also required. The contractor will also be responsible for providing initial, interim, and closing reports for each claim file, as well as participating in claims reviews and annual performance evaluations. Offerors must address their ability to provide services in case of adjuster absence to ensure continuous customer service. Key responsibilities include being accessible 24/7, maintaining business contact information, responding professionally to inquiries, and ensuring the security and privacy of all records. The contractor must also adhere to Chesterfield County's Risk Management Plan and applicable Virginia state law.
