Description
Otay Water District seeks a qualified actuarial firm to perform a full actuarial valuation of its retiree medical and dental benefits as of June 30, 2026, in accordance with GASB Statement No. 75 and applicable actuarial standards. Required work includes documenting assumptions and methods, reconciling changes from the prior valuation, preparing the valuation report, calculating an actuarially determined contribution, preparing accounting expense reports and GASB 75 disclosures, and providing information for CERBT GASB 74 reporting. The initial valuation report is due by January 31, 2027. The scope also includes a supplemental evaluation of the District's 2024 OPEB plan changes, including comparison of projected and actual savings and updated future cost projections, plus as-needed actuarial reports on proposed OPEB changes. Respondents must submit separate technical and cost proposals in PDF format through PlanetBids. The technical proposal is limited to 25 pages, excluding the table of contents and required forms, and must address the firm's organization, methodology, qualifications and assigned staff, conflicts of interest, subconsultants, agreement exceptions, and other relevant information. The District may exercise an optional extension for a June 30, 2028 valuation and related reporting services.
