Description
The State of Utah is seeking a contracted laboratory to perform comprehensive drug testing on blood, urine, and hair samples collected from racehorses. The scope includes providing all sample-collection and shipment supplies, specimen-handling instructions, secure sample retention, guaranteed turnaround times, confidential reporting, and a price list for blood, urine, and hair tests. Testing must cover applicable ARCI and RMTC controlled therapeutic medications, TOBA mandatory and optional drug candidates, environmental contaminants, doping agents, corticosteroids, NSAIDs, and other specified substances. The laboratory must use validated LC-MS/MS methods, maintain quality-control and calibration systems, participate in AORC and RMTC proficiency programs, follow AQHA hair-testing protocol, and maintain accreditation and adherence to ISO 17025:2017 as evaluated by the listed racing and accreditation organizations. The solicitation anticipates one award to the lowest total-cost responsive and responsible vendor.
