Description
The City of Pasadena is soliciting proposals from qualified manufacturers for two independent, self-contained mobile substations mounted on highway-type semi-trailers: one supporting a 4 kV system and one supporting a 17 kV system. The scope includes engineering, fabrication, equipment and materials, delivery, oil-spill containment, deployment systems, protection and control equipment, communications and security systems, warranty coverage, and one week of on-site startup training for each substation. The substations must include specified transformer, high- and low-side switchgear, relays, monitoring, auxiliary power, trailer, grounding, fencing, and related components, while allowing manufacturers to propose technically appropriate alternatives. The desired in-service date is June 2029, and the specifications state delivery within two years from contract execution. Proposals must include separate technical and price proposals. The technical submission must describe the proposed designs, technical approach, work schedule, deliverables and milestones, relevant experience, qualifications, manufacturing and repair capabilities, quality-control programs, key personnel, and other requested technical details. The solicitation requires completion of multiple City forms and disclosures, including the relevant experience form, conflict-of-interest disclosure, disqualification disclosure, taxpayer protection disclosure, designated representatives form, equal-employment and workforce forms, signature and legal-status form, and non-collusion declaration. A five percent bid bond is required with the proposal; insurance documentation and certain licenses or certifications are required after award rather than with the initial submission.
