Description
The National Park Service is soliciting a firm-fixed-price construction contract for preservation of three bridges in Yellowstone National Park: Lava Creek Bridge, Thumb Creek Bridge, and Unnamed Creek Bridge. Work includes concrete spall and structural repairs, stone masonry repair and repointing, bridge expansion-joint work, bridge railing repair and painting, hydro-demolition, modified concrete or asphalt overlays, erosion repair, riprap, paving, pavement markings, site clearing, temporary stream diversion, and traffic control. The acquisition is a total small-business set-aside using a best-value tradeoff. Technical evaluation will consider technical approach, project experience, key personnel, and past performance; price is also evaluated, with non-price factors significantly more important than price. The estimated price range is $1,000,000 to $5,000,000. The contractor must perform at least 15 percent of the total work with its own organization, and the solicitation requires bid, performance, and payment bonds. The performance period is 155 calendar days after the Notice to Proceed, with work commencing within 10 calendar days after receipt of the Notice to Proceed. The solicitation also imposes extensive environmental, wildlife, water-quality, lead-paint containment, traffic-control, and park-operations requirements.
