Description
The General Services Administration, Public Buildings Service, is soliciting construction services for a new multi-level parking garage at the St. Elizabeths West Campus. The firm-fixed-price Design-Bid-Build project includes site development, excavation, foundations, retaining walls, structural framing, parking decks, ramps, stairs, elevators, a mechanically ventilated garage system, a panelized precast envelope with in-laid brick, and associated mechanical, electrical, plumbing, fire protection, fire alarm, emergency communications, lighting, controls, IT, telecommunications, electronic security, access control, CCTV, parking guidance, and physical security systems. The scope also includes utility relocations and connections, roadway and pedestrian improvements, shuttle access, stormwater management, erosion and sediment controls, landscaping, signage, testing, inspections, commissioning support, training, warranties, BIM/COBie and as-built deliverables, and closeout documentation. Construction will occur within an active, high-security federal campus and National Historic Landmark, requiring coordination with ongoing operations, security procedures, occupied facilities, utilities, traffic, shuttle operations, historic resources, wetlands, streams, and environmental protections. The estimated construction cost is $120 million to $160 million, and the procurement uses a two-phase construction concept with a mandatory Project Labor Agreement price proposal in Phase 2.
