Description
The Ohio Department of Higher Education is administering revolving loans under the Strategic Square Footage Reduction Program for eligible state institutions of higher education to voluntarily reduce physical square footage by demolishing facilities or portions of facilities owned by the institution or an eligible nonprofit affiliate. Applications must address the facility, ownership, historical-site status, strategic planning, square-footage reduction, condition, deferred maintenance, value and reuse potential, infrastructure impacts, demolition costs, anticipated savings, enrollment, fiscal capacity, and repayment-term selection. Applicants must submit a separate application for each proposed facility, including the completed Exhibit I Loan Application Worksheet and Exhibit II Excel workbook. Supporting materials may include environmental and hazardous-material assessments, recent property and utility surveys, an appraisal, Board of Trustees documentation, an architect/engineer-signed demolition estimate, design or construction plans, and other documentation supporting the proposed demolition and site preparation. The program has appropriated $55,650,000 for FY 2027. A successful demolition bid not exceeding 110% of the architect/engineer's estimate is required before the loan is finalized, and awarded institutions must subsequently conduct competitive bidding for the demolition work.
