Description
The Ohio Air Quality Development Authority seeks a financial institution, or a coordinated financial-services relationship, to provide banking, trust, and investment services. The scope includes a transactional operating account; automated daily cash sweeps or pooling; a liquid short-term reserve account; and a longer-term investment account with custodial and safekeeping services. Services must support liquidity, capital preservation, and investment returns while complying with Ohio law and the Authority’s investment policy, including public-depository collateralization requirements and investment eligibility and maturity limits. Proposals must describe the institution’s public-funds experience, account services and technology, relationship management, fees, compliance and risk controls, collateral program, and insurance. They must also include sample statements, proof of Securities and Exchange Commission registration, proof of participation in the Ohio Pooled Collateral System, evidence of fidelity bond and relevant insurance coverage, and the required Contractor/Subcontractor Affirmation and Disclosure Form. The proposal is limited to 15 pages, excluding the cover page, table of contents, appendices, exhibits, and supporting documentation. The Authority anticipates selecting one financial institution, which may partner with additional investment-services providers; it reserves the right to make multiple awards.
