Description
Houston Independent School District is soliciting proposals from E-Rate-approved vendors for dedicated Internet access services at four market-basket locations. The requested service includes scalable 20- and 40-Gbps committed information rates delivered over dedicated, non-oversubscribed 100-Gbps Ethernet ports, with burst capability up to 100 Gbps. Vendors must provide dedicated transport, IPv4/IPv6 dual-stack support, external BGP, reverse DNS delegation, 24/7/365 monitoring and technical support, customer usage and billing reporting, documented service-level agreements, DDoS and routing-security information, physical and logical route diagrams, and acceptance testing. Vendors must provide a valid SPIN or evidence of having applied for one and demonstrate FCC Green Light status before award. The four service locations are Hattie Mae White Educational Support Center in Houston, Braxton in Houston, Databank in Houston, and Element Critical (Skybox) in Katy. Each market basket will be evaluated separately, and HISD may make multiple awards. The tentative contract term is March 1, 2027, through June 30, 2030, with two optional annual renewals through June 30, 2032, plus a possible 90-day business-continuity extension. Proposals must include the required technical and experience narratives, pricing, E-Rate supplemental terms, execution form, HUB participation plan, reference surveys, insurance documentation, tax and conflict-of-interest forms, criminal-history and pre-service forms, and, when applicable, the student data privacy agreement.
