Description
The U.S. Embassy in Mexico City is seeking a contractor to provide a four-day training course titled "Investigative Interview and Advanced Interrogation." This course will utilize the REID Technique methodology to equip participants with practical skills in building rapport, analyzing behavioral symptoms of truth and deception, applying the nine-step REID Technique interrogation process, employing strategic questioning, and producing legally sound documentation and confessions. The training will be conducted entirely in Spanish and will include modules on legal and ethical frameworks, interview fundamentals, advanced interrogation techniques, behavioral analysis and deception detection, and post-interview procedures. Four training iterations are planned, each with up to 25 participants, occurring approximately every three months. The contractor will be responsible for developing complete training materials in Spanish for each participant and assessing participant comprehension through a submitted evaluation methodology. Training sessions will be delivered in El Paso, TX, and San Diego, CA. The contractor is responsible for all travel costs and transportation of materials, with written INL approval required prior to conducting training. All participants must possess valid vetting at the time of training, which will be managed by INL. The period of performance is twelve months following award.
